What is needed is a treaty that requires all lethal Ai systems to have the capabilities that is somewhat like that of a crash recorder in an airliner that records any and all lethal events by that system and that cannot be tampered or erased so that an international body can review any lethal action to see if it met accepted/acceptable rules of engagements (ROIs).

For AI arms control maybe there might be some insight from a Sci Fi video: “Collossus: The Forbin Project”. That video had the American AI supercomputer communicating with the Soviet Union Super Computer. It was meant so each could understand the capabilities of the other but it became a collaboration between the two. The prime directive of the American Collossus and the Soviet Super Computer was to prevent nuclear war.
